One hears stories of 20yr olds walking into car dealers with a bag of cash to to buy USD$60k Toyota 4WD and being turned away (because the taxman demands that such transactions happen via banks). A "common" way to get around that is for the middleman to buy the vehicle himself, and then just hand it over to a farmer with signed transfer papers in exchange for a patch of kava. One kid bought a truck and had a relative drive him around because he didn't know how to drive. The more responsible ones of course spend their money on a house as featured in the FijiTimes article OP posted.
It's wonderful to see rural Fijian farmers finally reaping the fruit of their labour.
