Even more confusion: "Tonga will ship 10 tonnes of kava to Germany"

This is so confusing. Apparently, people in Tonga are celebrating "the end" of the German ban and they are planning new shipments of kava.. And yet, from what we've seen it seems that Germany will treat kava as prescription medicine... So, what's going on??

I didn't think Tonga would even have 10 tonnes readily available that wasn't already accounted for - NZ market etc.
I had 6 months there 2013, cycling all the plantation roads on Tongatapu and in Ha'apai and only ever saw small clumps of personal plants. Maybe they are really well hidden.
