Growing Kava locally?

Not necessarily even for using to drink, but lets say in Portland, San Diego, LA or SF could we grow it? In these climates, would it be possible to obtain a Kava plant and grow it? Again, not necessarily for consumption, but we have lots of plants and it would be fun to add a Kava plant. Maybe others would find it fun as well.

I reckon you could pull it off in South California. I have seen one grown as a pot plant in Hamilton, New Zealand. They have a moderate summer climate, but winter nights are cold and sometimes below freezing. It may have been brought indoors then.

I have searched the internet over for plants and I even sent inquiries to all the nurseries on my list and nobody has Kava Plants. And you can't grow them from seed, only cuttings.
