The public Facebook page of South Sea Kava, which is Michael Louzé's export business, reports on a document being circulated by the Australian government that proposes increasing the amount people are allowed to import to AU for personal use to 4kg (up from 2kg, the current limit)

South Sea Kava notes "feeling annoyed" because it's just a small increase for personal use, and would not apply to commercial imports.

The document is available here:

Quote:
"We are aware that the Prime Minister’s announcement will introduce debate about easing of restrictions around commercial importation of kava. The Prime Minister’s announcement focuses solely on the personal importation of kava; therefore, the importation of kava for a commercial purpose is not being considered in this proposal."

They are accepting submissions. Things can change.
However, note that if they were to suddenly open aussue completely there wouldnt be much kava left for anyone else, at least in the short term. Prior to the ban, Australia was the world's largest kava market
It probably comes down to state laws, rather than federal border regulations... but the Top End and far northern QLD could grow plenty of kava. It'd just need to be legalised, and then demonstrate a market demand to encourage farmers.

I'd try Aussie kava if they grew it!
