Anyone know where to get green awa in hilo or kona?

Late afternoons, in Hilo, Kanaka Kava has been setting up a portable fresh kava ('awa) bar along Kamehameha Avenue across from Bayside Texaco.
Not sure of everyday...but worth checking. Kailua-Kona is their permanent home as @_byron points out.

I believe folks are talking about fresh as opposed to dried.

So, do people consume green kava, the same way they consume dried kava ?
Or do they dry it themselves ?
Or prepare it another way ?
Or frame it on a wall ?
Or use it as catnip ?

Yeah, they drink it fresh- they do not dry it themselves

It's only dried to preserve it. No need to dry it when its fresh. Same with culinary mushrooms.

You should check local facebook groups regarding this matter.

I do belive that if you get fresh kava it needs to be consumed shortly after it has been harvested.

Another option is to get frozen kava.
