Note the article is BS, but kind of amusing:

It's clearly just poorly manufactured meth, but if I just smoked some shampoo I probably would fly into a state of mindless violence, too.

Just a couple nights ago I kicked back 4 tbs of grog powder then a couple hours later drank whiskey until 6 am.... not any big deal as long as you are not over doing the alcohol.

I have been to plenty of small island countries and I went to college on a small island that might as well be it's own territory. For those from the mainland, most of these places seem like paradise. However, not everyone that lives in these places actually live in paradise. It's sort of sad.
