How legal is kava in Canada?

Ive been told by various agencies in fiji that kava is banned in canada yet i see people getting orders through. I checked with border control of canada which advised that personal imports are allowed. Is there some sort of special packaging or labeling required when shipping to canada using usps or fedex?
Will 1 pound shipments easily get through?
Kava God Mike has sent 4 pound boxes in to me ez
Also where is GHK 6$ shipping coming from?
A pound of Hiwa is 55$
Outside US it is $70
That's 15$

Well, kava is commonly described as a kind of tea from the South Pacific. True it is not 'tea' in the sense of the Chinese plant whose leaves contain caffeine. But the word 'tea' is often used in a much broader sense to mean any plant material infused in water: Chamomile tea, Ginger tea, etc. So I think it is honest, unless there are specific laws regarding what can be labeled as 'tea'. And IANACITL (I am not a Canadian international trade lawyer)
How about 'South Pacific root tea'?

I mean you could be completely literal, and label it 'Piper methysticum powder', but customs might freak out when they see that scary looking scientific name...
