I would guess the same thing, but you'd think they'd be really careful about throwing the word 'stem' powder around when it comes to kava, these days in particular. Especially on kava coming from a country that is known to grind up stems and sell them, both legitimately(known as "kasa") and illegitimately(sold as or mixed into waka or lawena). Plus, if you've seen whole lawena, it doesn't resemble stems at all, apart from the fact that the chopped off bottoms of the stems are usually attached to it still. Probably just an unfortunate translation issue or something, but...there's only one way to find out:
