1. The exporter and grower as well as the wholesalers and vendors
2. The governments of the countries that export kava
3. The American Kava Association "rising" like I've been hoping

The American Kava Association has addressed many of the things you worry about, including age limits, for example. I think they can really be a vital life line because it's not looking to great right now [not the AKA, but the status quo]
