Seems like Osaiasi Faiva was walking a line with that statement. I don't think you can compare kava to alcohol at all, in that kava isn't a CNS depressant, doesn't cause poor judgment, and doesn't make people violent. I can't imagine being violent on kava, it just doesn't fit.
