I don't think so. Pacific Islanders generally don't carry stuff around on their heads like that. The canoe is wrong too. Too wide.
I'd guess it's African.

Perhaps @Kojo Douglas will be willing to share his opinion about the likelihood of the painting being set somewhere in Africa.

We do carry things on our heads like that but our canoes are different.
